Strategic Partnership in Action: Kosovo Security Force Officers Master Battle Staff Operations
PRISTINA, Kosovo — A specialized mobile training team from the U.S. Army Security Assistance Training Management Organization, or SATMO, recently concluded a four-week Battle Staff Course for the Kosovo Security Force.
The intensive program trained 20 KSF soldiers to sharpen their operational planning, staff coordination, and decision-making within a complex battle staff environment. The training marked a significant step forward in regional defense capabilities and international interoperability.
The curriculum centered on the Military Decision-Making Process, or MDMP, and combined-staff synchronization. Throughout the training, instructors guided students through every phase of tactical planning, including course of action development, wargaming, and operational order production.
As the training progressed toward its final phase, students operated as a cohesive combined staff representing three distinct regiments. Utilizing topographical maps of Kosovo, acetate overlays, and modern digital planning tools, the staff developed, analyzed, and stress-tested three separate courses of action. Rigorous, multi-sided wargaming exercises allowed the officers to forecast operational friction points, anticipate advantages and disadvantages, and formulate clear, actionable recommendations for their commander.
During the culminating exercise, participants worked in two-person planning cells to produce a comprehensive Operations Order, complete with detailed warfighting function annexes. Students demonstrated a firm command of task-and-purpose delegation for subordinate units, synthesizing individual annexes into a unified tactical plan. Instructors credited the high caliber and motivation of the KSF cohort for enabling the course's accelerated pace and demanding operational scope.
"Security cooperation missions like this SATMO-led Battle Staff Course are the bedrock of regional stability. The KSF demonstrated a profound commitment to professional development," said Master Sgt. Jeffrey Cardon, lead MTT instructor. "The speed with which the KSF absorbed the lessons and put them into practice is a testament to their growing capability to plan, brief, and execute complex operations at a modern staff level."
The completion of the course not only bolsters the KSF’s operational proficiency but also reinforces the enduring partnership between U.S. defense advisers and an essential partner nation in the Western Balkans.
